Bob FultonThe JCEC began as a vision of the late County Commissioner Bob Fulton. In 2002 Commissioner Fulton recognized the need for a new facility and developed the concept that a wastewater treatment facility can be an educational tool and with the right design and collaboration could be an asset to the neighboring community.

The design and construction of the JCEC was initiate din July of 2006 and took a period of 40 months to complete. The project was designed and constructed using a Design / Build procurement method. The facility was designed by Brown and Caldwell and was constructed by Archer Western Contractors. Start-up of the facility began in July of 2009 and Fulton County began operation of the facility on schedule in November of 2009.
